The City of Tshwane is facing serious allegations of corruption linked to water tanker tenders worth hundreds of millions of rand.
According to reports, a woman named Eunice Nontobeko Mkhonza was awarded a tender worth R95 million in 2025. However, it is alleged that her company did not own any water tankers at the time.
Her business was one of approximately 40 companies that were collectively paid R777 million by the city for water tanker services. Mkhonza is also reportedly connected to Mandla Jeffrey Mgcina, a director of another company that received a R5.5 million tender.
Mgcina has been mentioned in a recent commission of inquiry and is allegedly linked to senior officials within the city. In March, the Special Investigating Unit (SIU) was authorised to investigate claims of corruption and irregular expenditure related to water tanker contracts in Tshwane.
These allegations have raised concerns about a so-called “water tanker mafia” operating within the city. Water experts warn that the issue extends beyond tanker contracts.
They argue that poor maintenance of water infrastructure, including leaking pipes and damaged reservoirs, creates more opportunities for emergency tenders.
These urgent contracts can then be exploited for financial gain. There are also claims that some political figures may be involved.
Reports suggest that certain officials received large payments, with one case alleging that funds were quickly spent on luxury vehicles and property. Meanwhile, Tshwane Mayor Nasiphi Moya has announced plans to improve the city’s water supply.
The municipality has added 15 new water tankers, bringing the total to 41, with a target of increasing this number to 100. The aim is to reduce reliance on private contractors.
The mayor’s office has not yet commented on the allegations. Investigations are ongoing, and many are calling for accountability from those involved in any wrongdoing.
Residents remain hopeful for a resolution, as many communities continue to face water shortages.
